Labuan IBFC’s published company guide lists regulatory name-reservation, incorporation and annual fees. Those amounts do not include the cost of engaging a licensed Labuan trust company, which provides the registered office and company-secretarial function.

A realistic budget can also include KYC, corporate documents, accounting, audit, tax filing, beneficial-ownership work, economic substance, banking support and—where relevant—employment-pass and dependant applications.

The figures below reproduce the regulatory schedule published in Labuan IBFC’s March 2023 guide. They should be verified against the current LFSA schedule before any instruction or payment.

How much does it cost to incorporate a Labuan company?

The official guide publishes regulatory incorporation fees by paid-up-capital band, but those figures exclude the licensed trust company and other professional, compliance, substance, audit, tax, banking and immigration costs.

Is the USD 800 annual fee the complete yearly cost?

No. It is the annual regulatory fee shown in the published guide. Corporate maintenance, registered office, secretary, accounting, audit, tax and substance costs may also apply.

Can a cheap Labuan company still qualify for the 3% regime?

A headline incorporation price does not determine tax treatment. The real activity, classification, substance, audit and compliance conditions must be assessed and maintained.

Does the company cost include a Malaysian work permit?

Not automatically. Company formation and immigration are separate workstreams. A work-permit assessment, application and dependant work should be scoped and priced independently.
